Dear Dr. Kim:

The enclosed letters to Drs. Kang and Tyson together with the amendment to the Smithsonian-Air Force contract will help to keep you informed.  I shall also be sending you a copy of the report of the conference on the museum held in Seoul last month. 

As soon as the contract is signed by the Air Force, I shall let you know. 

It would be highly desirable if you could go to Korea before Christmas to provide the liaison that is so essential to insure successful preparation of a long-range plan.  Not only do the Korean scientists need to know our American granting system and the relationship of the Smithsonian Institution to granting agencies and foundations, but they will also need encouragement and assistance in the preparation of effective project proposals.  The key to success of our overall program depends greatly on having enthusiastic, interested scientists participating in their separate specialties, yet contributing to the overall program in an integrated fashion.  I would hope that after getting the Korean scientists started you would be able to assist them from time to time, through correspondence, in the final preparation of the proposal of the 5-year program that will be submitted to foundations for their consideration.

Prior to your trip to Korea, you and I should be well coordinated on your precise objectives.  Although it may be desirable to have you here in Washington for discussions, we may be able to handle this by telephone to conserve time.  You can take a flight from Chicago on Northwest Airlines through Anchorage to Tokyo.
