2 - Dr. Tyson has been designated a Contracting Officer for the Smithsonian Institution for the sole and specific purpose of accomplishing the purchase of these two vehicles through the military procurement channels. The Institution will advance the necessary funds to buy the vehicles.

3 - Please include the following language in the contact, as per telegram of 0181 Sep 66 from Dr. Tyson to Dr. Savely:

"Smithsonian employees will be considered 'invited contractors' as designated by Commander U.S.F.K. in accordance with UNC U.S.F.K. policy 4-7and employees will enjoy the privileges and exemptions of Sec. 7 including privilege of importing and using vehicles in support of the contract."

This language is necessary to enable Dr. Tyson to purchase fuel and lubricants and accomplish necessary maintenance and repair of vehicles through the Army Post Exchanges located in Korea. This is in accordance with the recent change in Part 1-5.501 of the Federal Procurement Regulations, contained in the Federal Register of September 22, 1966 (copy previously furnished to you). This privilege will not be used by any contract employees to import vehicles for their personal use.

4 - Please state in the contract that the vehicles purchased and imported will be property of the Smithsonian Institution.
