Dear Ed:

     This is to answer your letter of 12 October in more detail. Because of the difficult economic situation in Korea I can well understand Dr. Kang's wish to center the plans mostly around his own staff at Seoul National University. We might get better balance if Dr. Ke Chung Kim and you can convince Dr. Kang that a well-rounded, integrated proposal is likely to attract funds more effectively than a limited proposal that leaves out important components.

     I am delighted to know that you are now straightened out on the tickets from Japan, and I hope by now you have received your reimbursement. Again, please accept my apologies for the difficulty. Glad to know you received your PX cards!

     It is too bad that it has taken so long to get the contract signed and to move ahead with the purchase of vehicles. However, this is not unexpected and viewing the project in long range it is perhaps a real achievement to obtain the vehicles in the first place to get the work started.

     Dr. Savely now has all the necessary documents and the signing of the contract should be completed within a few days. I keep saying the contract will be signed in a few days! We will send you a telegram as soon as the contract is signed so that you may proceed with purchase of the vehicles.

     Although there has been a delay in the signing of the contract, it will be retroactive to include our commitment to you.

     I am still well-impressed with your preliminary proposals for the DMZ study. However, I want to continue thinking about various aspects. You should consider studies centered around the problem of maintaining clearings around military headquarters. A tremendous growth of black locust seem to be spreading over the hillsides that are cut around
