Dear Dr. Kang,

Attached is a list of some preliminary proposals to be considered in developing the First Five Year Plan in the proposed research along the south margin of the DMZ. I am sure these do not cover all the ideas that Korean or American scientists may have, and for that reason I am sending a copy to Dr. H. K. Buechner ^[[Requesting his ideas]]. I wish to request that all Korean scientists [[strikethrough]] request [[/strikethrough]] suggest any additions or subtractions from these ideas as they see fit. Contributions from Korean scientists ^[[at this time]] will be invaluable in preparing as complete a plan as possible.  A final plan of research and a proposal to granting agencies, of course, will have these plans organized into integrated projects with the ultimate aim of understanding the whole ecosystem as set forth in the present proposal to the U. S. Air Force ^[[office]] of Scientific Research.

Please ^[[may I]] request that Korean Scientist presently working on the DMZ project feel free to discuss their ideas with me [[strikethrough]] from time to [[/strikethrough]] ^[[at any]] time. [[strikethrough]] It [[/strikethrough]] ^[[This communication]] will be invaluable to us individually, as well as in the preparation of plans.
