Dear Ed:

I am indeed sorry that you have not received reimbursements on your expense vouchers, per diem, and air tickets from Tokyo to Seoul.  Virginia Przystas is working on the matter now with Mr. Babcock.  I think that part of the difficulty lies in my failure to have explained the matter of per diem clearly to Miss Przystas.  We will get this matter straightened out very soon.  Please accept my apology for any hardships you may have suffered.

I had an excellent 3 days with Dr. Kim, during which time I took him to see relevant persons here in Washington.  It was one of the most intensive and intellectually satisfying 3 days of Dr. Kim's life, as he explained to me on his departure.  He has an excellent attitude and I anticipate that he will be effective in helping to develop the 5-year plan.  Dr. Kim is not only very bright, but he also has an incisive understanding of human nature and sound philosophical approaches in the development of educational and research programs in biology.  I would hire him readily as part of a faculty at an American university.  His potential for professional growth far exceeds that of many Americans I know.  In addition, he has a very warm character, and I think that he will get along well with his Korean colleagues.  I am expecting great ideas to arise from the syngerstic combination of your efforts with those of Dr. Kim's!

I presume the matter of banking has been worked out. I am expecting you to set up the accounting system with Dr. Kim's help while he is in Korea so that you can turn over to Dr. Kang a good financial system before you leave Korea.

I would be happy to work with you, Dr. Savely, and Horace Loftin in helping to develop your Latin American waterfowl study. Through arrangements Dr. Savely is now making with the Office of Ecology it
