Dear Hal,

Kim is here now and we are getting down to working with the Korean scientist.  He seems to be getting along very well with them.  On our first meeting I found out what my trouble here had been.  I had been depending on DRS Hong and Won to translate for me.  And that was the joker, they were listening to me then going ahead and selling their points of view as mine, rather than translating what I had said.  Most of the scientist that could understand a bit of English were really confused with me--in private saying one thing and at meetings saying something else.  Needless to say I will not let them translate for me again at a meeting.  Mr. Lee, one of Dr. Kangs students will try his luck, or I will have to hire someone when Kim leaves.

Yesterday we took a tour of the DMZ near freedom Bridge and Libby Bridge.  Tomorrow we were going into the Punchbowl area by plane but a couple of Colonels bumped us off the flight.  Now I doubt we will get up there.

Because of the poor translation service before Kim arrived, none of the project plans were worth a thing.  All were very general, something that a good high school student could have made.  Kim has had four meetings with the groups and now new proposals are coming in that seem to have pretty good merit.  We will begin going over them with the^[[/]]scientist tomorrow, translating them into English and typing them again.  I hope most of them are in pretty good order.

Kim's ideas and presumably yours envision a project quite a bit larger than I was planning.  Anyway, I am going right along with the larger plans, and believe if we can sell the idea and get the money it probably will be better in the long run.  My thinking was to begin modest and build rather than starting out with a great big program.
