Dear Dr. Kang: 
In view of the lack of transportation and the impending visit of Dr.Kim Ke Chung, I believe it would be in order to request that the scientists working on the joint Smithsonian-Korean DMZ Research Project prepare their research proposal by mid December and in no case later than 1 January 1967. This would be an aid to both Dr Kim and the scientists in insuring that the proposals would fit well in a integrated proposal.  Scientist must keep in mind that the research for the first year is to show differences in the DMZ and the inhabited areas immediately to the south, thus a proportion of their time should be spent in these areas. In fact, comparative studies will be essential in the proposal to funding agencies in the United States.

Attached is a copy of the request for transportation to the U. N. Command.

Please feel free to call on me at any time that you have any  questions concerning project proposals or proposals to the funding agencies. Also, please advise the scientist to feel free to discuss their work plans with me at any time, as I must know what is being done to work effectively toward a good proposal.
