Dear Dr. Kang:

Thank you for your letter of 16 July.

Dr. Savely has reacted favorably to our proposal, but as he pointed out to me it normally takes a minimum of three months to process a proposal through this official channels at the U.S. Air Force Office of Scientific Research. It seems now that 15 October 1966 is the earliest that we can expect to receive funds from the Air Force and begin the field research of the Korean scientists. Although this may sound somewhat discouraging, the project is actually improved by starting at a later date in that the scientists could work through the summer months of 1967 when conditions are favorable for field work.

You will be interested to know that Dr. Edwin L. Tyson, a former student of mine, has agreed to work with us on the preparation of the 5-year plan. Dr. Tyson is a mature scientist with broad interests and considerable field experience. He is an extremely practical person, and above all gets along extremely well with other people. I feel confident that you and other Korean scientists will enjoy working with him. Dr. Tyson will be able to attend the Pacific Science Congress and the reconnaissance trip to the area immediately south of the DMZ.

Mr. Kenneth Schmertz of our Office of International Affairs has contacted the U.S. Embassy in Seoul by airgram to request permission of the Korean Government and U.S. Armed Forces to carry out the program of research. Dr. Savely has communicated with the U.S. Armed Forces to arrange for logistic support for the reconnaissance trip and the subsequent field work.
