Ecosystem Research in Korea 

On July 7, 1966, Mr. Bradley signed a proposal for the subject research and a transmittal letter to the Air Force Office of Scientific Research. The proposal totaled $31,350 and was submitted on the basis of a cost reimbursement contact being awarded.

Prior to transmittal of the signed proposal to Dr. Savely, Dr. Buechner advised me that, in lieu of the contemplated hiring of a GS-7 level, postdoctoral, Research Associate, he was fortunate enough to be able to obtain the services of Dr. Tyson for this project.  In a telephone conversation of July 8, 1966, Dr. Savely heartedly agreed with Dr. Buechner that using the services of a scientist of Dr. Tysons' caliber would not only enhance, but also insure success of this research.  Dr. Tyson is a GS-12 level scientist.  Consequently the budget contained in the subject proposal is now substantially understated.

Dr. Buechner advises me that Dr. Savely is very concerned in 1) the amount of the revised budget (up $11,000 to $42,000); 2) the overhead rate of 65% for an off-site in Korea; and 3) no apparent contribution by the Smithsonian in a joint Air Force-Smithsonian effort.  On the basis of Dr. Savely's concern, neither Dr. Buchener nor I believe the proposal will be accepted without some contribution by Smithsonian, particularly in view of the $25,000 Dr. Savely originally contemplated for this research.

Several courses of action may be taken to resolve this problem.  As I see them in the order of least preference together with advantages and disadvantages are as follows:

A.  Submit the proposal at the total revised budget and hope it is accepted.

This would ensure the recovery of all costs, but will likely result in the rejection of the proposal in its entirety.
