SUBJECT: ^[[Plans for the Demilitarized Zone in South Korea]]

At the suggestion of Dr. Harold J. Coolidge of the National Academy of Sciences plans are being formulated for ecological research in the demilitarized zone of South Korea. The accompanying documents provide background material.

Dr. Harvey Savely, Director of Life Sciences, Air Force Office of Scientific Research, stated in a telephone conversation that it may be possible for his office to provide up to $25,000 for the research beginning 1 July 1966. Dr. Savely also suggests that we explore the possibility of the Department of Agriculture providing additional funds if the research plans are extensive. I shall explore this possibility further with the thought that a scientist might be employed by the Smithsonian for a 3- to 5-year period to cooperate in the research with scientists in South Korea.

The key to success in developing a worthwhile program involves bringing Dr. Kahn, Professor of Zoology at the University of Seoul to the Smithsonian for about 2 weeks to develop a project proposal. I can provide $200^[[0]]from the Office of Ecology to help meet the expenses. The State Department office in Seoul has agreed to provide a small sum (perhaps $500) to enable Dr. Kahn to come to the United States and spend the month of May taking the course in "National Parks Administration" at Michigan State University. Dr. Kahn would take in the IUCN meeting in Switzerland on his return to Seoul.
