On call of the Chairman, the Committee met at the room of the Senate Committee on Foreign Affairs, on December 13, 1920, with the following members present:

Mr. Henry White, Chairman;
Senator Henry Cabot Lodge;
Mr. John B. Henderson;
Representative Frank L. Greene;
Secretary C. D. Walcott.

The Secretary added that at that meeting, he had presented to the Committee, for the consideration and discussion, a draft of a proposed Plan of Organization for a National Gallery of Art Commission, which after discussion and amendment, was approved. He then asked Senator Lodge to submit the Plan of Organization to the Board of Regents.

Senator Lodge read the Plan which, after certain amendments, the Board adopted as follows:-

SMITHSONIAN INSTITUTION
NATIONAL GALLERY OF ART COMMISSION
PLAN.

1. ORGANIZATION AND MEMBERSHIP.

1. The Board of Regents of the Smithsonian Institution hereby creates a Commission, to be known as "The National Gallery of Art Commission," whose duty shall be the consideration of all art matters pertaining to the fine arts coming under the jurisdiction of the Institution and to report thereon to the Board of Regents.

2. This Commission is to consist of sixteen members, viz:- five artists, five experts in the fine arts, and five business or professional men of public spirit interested in the fine arts, who shall be appointed by the Board of Regents, and the Secretary of the Smithsonian Institution, who shall be an exofficio member of the Commission. They shall hold office, with the exception of the Secretary, after the initial terms herein provided, for four years, and shall be eligible for reelection. Of the members first elected after the adoption of these rules, three shall serve for one year, four for two years, four for three years, and four for four years; the members to determine their respective terms by lot.

3. Vacancies in the membership of the Commission shall be filled by appointment by the Board of Regents, and any member elected to fill a vacancy shall serve for the remainder of his predecessor's term.
