4. No member of the Commission shall receive any compensation for his services as such; but necessary travelling or other expenses incurred by any member in attendance at meetings or in connection with the transaction of the business of the Commission may be refunded. 

II. FUNCTIONS OF THE COMMISSION. 

1. The primary functions of the Commission shall be (A) To promote the administration, development, and utilization of the National Gallery of Art, including the acquisition of material of high quality representing the fine arts; and (B) The study of the best methods of exhibiting material to the public and its utilization for instruction. 

2. All plans for administration of the collections proposed by the Commission shall be submitted to the Smithsonian Institution for approval and action. 

3. A report of the operations of the Commission for each year shall be submitted with the Report of the Secretary of the Institution at the Annual Meeting of the Board of Regents on the second Thursday of December, and shall be printed in the annual report of the Board to Congress, under the heading, "National Gallery of Art." 

III. OFFICERS OF THE COMMISSION.

1. The officers of the Commission shall be a Chairman, a Vice-Chairman, and a Secretary, who shall be elected annually by the members from the membership of the Commission by ballot.  

2. The Chairman shall preside at all meetings and shall have the usual powers of a presiding officer. 

3. The Vice-Chairman, in the absence or disability of the Chairman, shall perform his duties. 

4. The Secretary shall issue notices of meetings of the Commission, record its transactions, and conduct that part of the correspondence relating to the Commission and to his duties, and perform such other duties as may be assigned by the Commission. 

5. The terms of all officers and all members of the Commission shall continue until their successors are elected or appointed.  

IV. COMMITTEES. 

1. There shall be the following standing committees, viz:  an Executive Committee, and an Art Advisory Committee.

2. [[underlined]] Executive Committee. [[/underlined]] 

a. The Executive Committee shall consist of the Chairman and the Secretary of the Commission as exofficio members, and three other members to be elected annually by the Commission by ballot. 

b. The Executive Committee shall elect its own Chairman, but the Secretary of the Commission shall be the Secretary of the Executive Committee exofficio. 
 
c. The Executive Committee shall, when the Commission is not in session and has not given specific directions, have general control of all matters undertaken or promoted by the Commission or referred to it by the
