Dr. Moore explained that the preamble was given in order that full arguments for the building should be placed before Congress.

The Committee then considered the question of eligibles whom the Board of Regents might appoint to fill the vacancies created by the resignations of Messrs. Charles A. Platt and Denman Ross, and several suggestions were made.

The Committee discussed at length the question of enlisting the interest and aid of influential men in the many fields included in the Gallery's activities; also the personnel and scope of work to be undertaken by the various sub-committees; the possibilities of arousing interest by securing loan collections from eminent collectors; etc.
