All the employees in the clerical, mechanical, watch and labor forces, wll receive their salaries plus the bonus, and a considerable number will receive increases.

Although the allocations granted have not been altogether satisfactory, it is hoped that it will be less difficult than heretofore to fill positions in the scientific and technical staff.

At the present time all of the allocations that were cut down by the Classification Board are being reviewed by a special committee, and it is hoped that a considerable number of employees who now are to receive their present salary and bonus will be placed in higher grades.

The increase in salaries of Smithsonian employees to meet the Government reclassification, will cause an additional charge against the Institution's funds of approximately $2000.00 per annum, which will reduce the small amount available for research work to that extent.

REORGANIZATION OF GOVERNMENT DEPARTMENTS.

The Secretary spoke of the proposed reorganization of Government Departments to include the Smithsonian Department of Education.

The Institution is an establishment created by Act of Congress, August 10 1846, in fulfillment of the terms of the will of James Smithson of England, who left his entire fortune in trust to the United Stats of America to found an establishment for the "increase and diffusion of knowledge among men."

In the first draft of the bill establishing the Institution there was made provision for a "normal branch, by appointing some suitable person as professor of common school instruction, etc.", bu after long and mature deliberation by both branches of Congress, this educational feature of the
