Dear Mr. Chancellor:

You will perhaps have noted that Senator David A. Reed, of Pennsylvania, has been appointed a member of the Board of Regents of the Smithsonian Institution. It is the thought of the members of the Permanent Committee that it would be desirable to appoint him a member of that Committee in succession to Senator Smoot, now retired. By virtue of a resolution of the Board of Regents adopted December 10, 1914, the Chancellor of the Institution is empowered to fill vacancies occurring in the membership of the Executive Committee between meetings of the Board of Regents, and under this authority it would seem proper to me that vacancies in the Permanent Committee be filled in the same manner.

If this meets with your approval, may I suggest that the above appointment be made. I enclose a draft which may be suitable in case you should wish to use it.
