E. Hughes were unable to attend. He also stated that on account of engagements in Richmond, Virginia, Representative R. Walton Moore could not be present.

MINUTES OF PREVIOUS MEETINGS.

The Secretary stated that the minutes of the Annual Meeting of December 9, 1927, and of the Special Meeting on January 10, 1928, had been supplied to the Regents in typewritten form, and had received the approval of a majority of them. In the absence of objection, the Chairman declared the minutes approved.

MEMORIAL MEETING TO THE LATE SECRETARY.

The Secretary reported that as directed by the Board of Regents, a meeting in memory of Dr. Charles D. Walcott had been held at the National Museum on January 24, 1928. The meeting, which was well attended, was presided over by the Chancellor of the Institution, and addresses on the late Secretary's life and work were made by -

Dr. John C. Merriam, President of the Carnegie Institution of Washington;
Dr. Joseph S. Ames, Chairman of the National Advisory Committee for Aeronautics;
Dr. George Otis Smith, Director, U.S. Geological Survey;  and by
The Secretary, Dr. Abbot, representing the Smithsonian Institution and the National Academy of Sciences.

An account of the meeting together with the addresses made will be printed in due time.

THE SECRETARY'S POLICY FOR THE FUTURE OF THE INSTITUTION.

The Chairman announced that the next item of business was the Secretary's Declaration of Policy.
