need of unrestricted income.  Dr. Rose was very cordial.  At the end of the interview he stated that he agreed that the Smithsonian should have enlarged private endowment.  He remarked that he should perhaps ask Dr. Thorkelson to call upon me in Washington for further information.

"[[underlined]]Planetarium[[/underlined]].  In view of the circumstances, I think it fit, unless the Board should disagree, to inform Dr. Albert Pagenstecher that the Institution does not see its way to placing any of its ground at the disposal of the proposed planetarium, and that the law does not permit the importation of the costly star-projector, even if imported for the Smithsonian itself, without payment of duty.  Grounds might be purchased near the Institution, but the Smithsonian has not the funds available for their purchase.  Hence, the Institution must regretfully forego the advantage of his proposal.  I would wish, however, that Congress would appropriate sufficient to finance a planetarium and make it free to the public.

"[[underlined]]Museum of Engineering and Industry[[/underlined]]. An engagement has been made for the Permanent Committee to meet representatives of the New York movement on this subject on February 20th.

"[[underlined]]Freer Gift and Bequest[[/underlined]].  Papers have been printed for the use of the Regents which state the conditions and wishes of Mr. Freer, the interpretation thereof by Mr. Lodge, Miss Rhoades, Dr. Walcott, Col. Hecker, and Mr. Platt. Also there is a memorandum communicated by the Secretary to the Board.
 
"I beg to draw your careful attention to the queries therein propounded all of which relate to questions of interpretation, about which differences of opinion have arisen in former years, and still exist, between the Secretary and the Curator of the Freer Gallery, embarrassing administration.  If these may be settled, I feel sure that the Secretary may readily conduct the Freer gift and bequest with success and harmony.

"May I venture to request that a special committee of legal members of the Board be appointed to consider these questions, and to recommend to the
