[[underlined]] Summary of Update of Five-Year Prospectus, FY 1982-86 [[/underlined]]

The Secretary noted that the Five-Year Prospectus has been updated for the Regents' review (see appendix to the Minutes). He introduced a report on the highlights of the draft Prospectus. 

[[underlined]] The Popular Book Publishing Program [[/underlined]]

The Secretary introduced a report on popular book publishing at the Smithsonian, particularly the history of Smithsonian Exposition Books (the Institution's mail-order publishing office).  A panel's review of the popular publishing led to a number of useful suggestions for new directions in this program. The report summarizes current activity, future plans, and organization and management. 

[[underlined]] Policy on the Use of Smithsonian Facilities (Office Memorandum 724) [[/underlined]]

A recent increase in requests for the use of the facilities for special events and an awareness of the potential liabilities for such uses led the Smithsonian to refine its policy and to define more clearly the restrictions on the use of facilities. Acceptable special events must relate directly to a Smithsonian program and must be sponsored or co-sponsored by a Smithsonian organization unit. The Office Memorandum is attached. 

[[underlined]] Report on Smithsonian Arrangements with Foreign Nations [[/underlined]]

The role of Smithsonian in research since its founding has led to a tradition of international scholarly collaboration. The dimensions of such arrangements are outlined, with specific mention of activities in many countries, particularly the Republic of Cuba and the People's Republic of China. 

[[underlined]] Mall Parking and Visitor Access Study [[/underlined]]

The study of Deleuw, Cather Professional Corporation, a consulting engineering firm, was distributed to the Regents and is summarized. Capital improvements, such as the construction of parking garages, are not contemplated at this time, but other recommendations of the study will be implemented, including the appointment of a Smithsonian Transportation Coordinator to develop other low capital cost solutions proposed by the consultants.
