I have the honor to report for the information of the Actg Asst. Comr. my action in regard to the plantation occupied by Mr C.L. Guilleaume and seized by me July 25th. The grounds for the seizure are these Four weeks ago Mr Guilleaume left this state leaving his freedmen employed on the plantation unpaid & unfed 
One week after his departure an application was made to me to supply the Freedmen with food to keep them from starving. I immediately instituted inquiries and found facts as stated. I relieved the aged & infirm as far as I could and directed the agent in charge to proceed to Mr Guilleaumes place of business and endeavor to obtain some food, or pay or to have some arrangement made for the support of the people according to the terms of the contract, notifying the parties that if there should be another complaint made and I found that the people were not fed
