DEAR SENATOR MONRONEY: This is in reference to the hearings being held by the Aviation Subcommittee of the Senate Committee on Commerce on the subject of whether the Government should continue, expand, or limit the federally supported helicopter air service program.

From 1960 through 1964, the Riverside Heliport has boarded 18,320 passengers, 473,444 pounds of airmail, and 14,498 pounds of air express.

In addition, from the 1960 through 1964, Los Angeles Airways has carried 20,668 passengers into the Riverside Heliport, plus 260,196 pounds of airmail and 26,080 pounds of air express.

With a population of 131,860, the greater Riverside area requires the services of a permanently certified air carrier.

The Riverside Chamber of Commerce supports the proposal of the Civil Aeronautics Board in its show cause order of February 16, 1965, Docket 15683, wherein the CAB proposes the permanency of Los Angeles Airways' helicopter service, and Federal support payments-which we understand will be discontinued by 1970.

MINUTE RECORD OF THE BOARD OF SUPERVISORS OF SAN BERNARDINO COUNTY, CALIF.

On motion of Supervisor Young, duly seconded by the Supervisor Smith, and carried unanimously, the Board of Supervisors of the County of San Bernardino hereby indicates its support of the proposal of the Civil Aeronautics Board wherein the CAB proposes the permanency of the Los Angeles Airways Helicopter Service and Federal support payments as required, on the grounds that such service is a vital and necessary part of the air transportation system as applies to the county of San Bernardino.

DEAR SENATOR MONRONEY: At the direction of the City Council of the City of Riverside I am writing to you to advise you, and through you the entire membership of the Aviation Subcommittee of the Senate Committee on Commerce, that the city of Riverside emphatically supports the proposal of the Civil Aeronautics Board that the Los Angeles Airways' helicopter service be issued a permanent certificate and that Federal subsidy payments be continued as necessary until this and other helicopter airlines have become self-sustaining.

Riverside is basically a conservative community and, in principle, is not for unreasonable Federal subsidies. In this case, however, we think the pattern of airline subsidy has been so firmly established and Los Angeles Airways has been created on the strength of that pattern continuing that it would indeed be unfair in this point of its development to withdraw the subsidies as has by some officials
