As you are at the head of the Freedmens Bureau, I venture to enclose you a letter which is a specimen of such as are frequently presented at this office, and at the same time to submit a few suggestions for your consideration. 

It is very certain that the negroes are expecting a distribution of property this winter, and it is also certain that we have many reasons to believe that a general revolt is contemplated in case the property is not divided. The black troops are relied on to carry out the measure. Most of the negroes in the country have arms, procured from soldiers or officers, which it is supposed they are providing for carrying out
