Chadwick of New Orleans La, enclosing bill for rent or damages of 21 lots of ground occupied by Freedman's Small pox and cholera Hospitals, from July 1st 1868 to July 5 1868. amtg to $3832.50 and requests that early attention be given this matter.  With report of Col. E. C. Berman. D.O. that Capt. W.B. Armstrong late D.O. in an endorsement dated March 28th 1868. says. that the property mentioned was taken possession of by Capt. N.S. Constable, A.Q.M. in summer or fall of 1864. & 10 or 12 buildings erected by him for hospitals, and all Govt hospital property in & around the city was turned over to him.  Armstrong us A.Q.M. in Feby 1865. Among the property transferred was that on the land herein referred to - but the land was not transferred. Thinks Capt. Constable never reported it. He never reported it as he never knew to whom it belonged.  The Bureau, from its organization July 1st 1865, continues its use as a post hospital ever since.  he is very sure there was no building on the land when taken possession of by Capt. Constable. A.Q.M. From the above it will be seen that the buildings were transferred by the Q.M. Dept. to Capt. Armstrong. D.O. B.R.F. A S. but that the land upon which they stood was not transferred to him. the lots were not reported by him, neither was rent paid for them until the state Govt was turned over to the civil authorities, the 21 lots of land were taken up and reported by him (Berman) for July 1868.  rent has been paid from July 13th 1868 to Nov 15th 1868 inclusion. |

Reports that the Freedmen's Hospital in that city will be closed by the 31st. inst. and arrangements will be made by the State authorities for the care of the aged.  destitute and sick therein & c.|

Par VIII dec 9th 1867. from A.G.O. mustering out Capt. W.W. Tyler. 19th V.R.C. transmitted Dec 11th 1867 with remark. The order referred to is enclosed. It is thought that upon receipt of said order the address of Capt. Tyler was not known and the order was therefore filed.|
