| April 14th 1869 #70. | War Department 3 enclo April 15th Returned to Col. Treadwell. (thro Secy of War.) whose attention ist invited to the enclosed letter of A.C. Brackett Agent of Stover College. Harpers Ferry. W. Va. | Washington 1869. Returns letter of Feby 6th 1869 enclosing for instructions copy of the act for deeding certain property at Harpers Ferry, W. Va. to the Stover College. Endorsed by the Judge Advocate Genl. as follows viz.: The purpose of the within inquiry of the Actg. Comr. of the Freedmen's Bureau may not be accurately understood; but it is not perceived from the within papers that anything is required to be done by the officers of that Bureau except to relinquish the property and estate to Stover College upon the delivery to it of the deed of the Secretary of War. It is the Secretary who is to execute the deed not the Commissioner. Whether or not any deed has yet been made or delivered does not appear from the within communications, but the stature is clear that the title is to be derived from the United States through the Secretary of War; leaving to the Bureau the duty merely of giving up the College upon its entry thereon by virtue of the formal transfer also a request of Col. T.J. Treadwell in charge of Ordinance Office to be furnished with the names of the parties who are to be grantees of the lands and buildings at Harpers Ferry West Virginia to be deed to Stover College. J.W. Alvord Genl Supt of Schools forwards letter of A.C. Brackett Agent of Stover College giving list of Trustees of said college and states that he is authorized to secure the deed for the property donated to the college. Is of the opinion that the property ought to be deeded to Stover College a body corporate by the laws of West Va.)  |

States that he has $742.00 bounty for Lucinda Irwin who is a simple old woman and if the money is given her it will be taken from her, and do her no good whatever. Deposited the amt in the Savings Bank and secured her a place with board which he thinks the best course to pursue as she has no relatives living. |

Brodhead, 2nd Comptroller concerning therewith letter of 12th inst. inviting attention of the Secy of War to the recent Acts of Congress relating to this Bureau. First, Public Act No 97. of 1868. Second, Public Act No 97. of same session. During the last session of Congress appropriations were made for Freedmen's Hospital $50,000.00 for collection and payment  of bounties &c for fiscal year ending June 13th 1870. $214,000.00, By Act of April 7th 1869. Freedman's Hospitals at various points were to be continued under the discretion of the Comr. While proper reductions will promptly be made it is understood that the Educational and other branches names are continued beyond the period previously fixed (July 16th 1869.) and until otherwise ordered by Congress. |
