Vicksburg complaining of the manner by which colored soldiers receive their bounty. States that their bounty is paid by G.B.A. Lee, Cashier Freedman's Bank, whose office is in the back part of the store of G.M. Barber and Co: that after they sign their vouchers and their money there he refuses to pay them, putting them off from time to time, then Messrs Barber and Co. offer to relieve their necessities by advancing money on their bounty at 50 percent: that those having $300 due them seldom receive more than $200. by this operation: that if he refuses he is again put off for more than six (6) months perhaps; that the fact has been reported before, to Bureau at Washington, but no notice taken of it.
