Respectfully returned to Bvt. Brig. Gen. C C Sibley Asst. Commissioner Ga. with requisition enclosed, approved.
It is noticed that the inclosed Requisitions are on form 31 BRF&AL and its equivalent form 40 QMD. (Requisitions fo an extra allowance of Stationary for issue and expenditure should be made on form 30 BRF&AL, they should be made for one months extra supply, the month should be stated the circumstance of the insufficiency of the regular allowance should be specified set forth, and the Requisitions should be approved on their face by the Assistant Commissioner)
To avoid delay the enclosed Requisitions are returned approved, but Gen. Sibley is requested to endorse his approval on their face, and to cause the fact of the insufficiency of the regular, and the period for which the extra allowance is required, to be specifically set forth. (Attention is invited to the note on page 65. BO Manuel, stating that form 31 shall be used for all Articles &c except Fuel, Forage, straw and Stationary) By Command of Maj. Gen.
