Captain:
I have to inform you that owing to the near exhaustion of the appropriation for defraying the expenses incident to the payment of bounties to colored soldiers &c. it is desirable that you make no arrangements for any tours until advised by this office of a further appropriation by Congress.

This is not intended to interfere with any arrangements made by you prior to receipt of this letter.
