Thus, the placement of the audit function and its operations are fully consistent with the requirements of S.908; a comparative analysis of the bill and our current practice is enclosed. In addition to the annual report to the Congress by the Board of Regents, a current copy of which also is enclosed, congressional committees with jurisdiction over Smithsonian activities receive copies of the minutes of the meetings of the Board. These minutes incorporate reports of the Audit and Review Committee of the Board of Regents.

The Regents believe that in order to advance the principles embodied in S.908, while protecting their longstanding authority, the measure should be amended to remove the reference to the Institution. At the same time, the Board of Regents will take steps to ensure a greater level of detail on the activities of its Audit and Review Committee in the minutes of its meetings that are distributed three times a year to committees of the Congress.
