At this point Senator Moynihan invited Senator Inouye (who was in attendance, along with Senate Select Committee on Indian Affairs staff members Alan Parker and Patricia Zell, and Senator Moynihan's assistant, Nan Stockholm, for this discussion) to the Regents' table. After thanking the Board of Regents and the Secretary for their patience, Senator Inouye gave an account of the Senate Rules Committee's 7-2 vote on S. 1722, which he characterized as a legislative vehicle which was subject to further discussion and negotiation until it would meet the satisfaction of the Board of Regents before any final resolution on the Senate floor would occur. Having distributed copies of a revised S. 1722 (a copy of which is given below), Senator Inouye said the bill had been modified to meet the Secretary's concerns.

According to Senator Inouye, S. 1722 would now provide that all powers of administration, operation, and maintenance of the Indian Museum would be vested in the Board of Regents; that all authority for temporary or permanent acquisition of Native American objects from the Museum of the American Indian, Heye Foundation, or from other private or public foundations, would be vested in the Board of Regents; that the authority to appoint and fix the compensation and duties of the director as well as officers and employees of the museum will be vested in the Board of Regents; that no transfer of the Native American collection of the National Museum of Natural History will be made to the National Museum of the American Indian; that there will be no transfer of Native American skeletal remains from Smithsonian museums to the National Museum of the American Indian; that the Board of Trustees of the National Museum of the
