CHAPTER VI OFFICIAL PUBLICATION Section 1. The Club shall publish an official publication. The Board of Governors shall determine the frequency of publication, which shall be at least quarterly. The Board of Governors shall appoint an Editor who shall be responsible for the publication and its mailing to the members. Editorial policy shall be set by the Board of Governors. Section 2. Subscription to the national publication shall not be limited to the members of the OX5 Club. Section 3. The annual subscription price for the official publication shall be $1.00. CHAPTER VII BUDGET Section 1. At each Annual Reunion, the President, the Treasurer, and the Secretary shall submit to the Board of Governors an itemized record of operating income and expense for his office for the year just ended. Section 2. From the information received the incoming Board of Governors shall prepare and approve an annual budget for the operation of each office named above and the Club at large for the ensuing year. Section 3. Any expenditure not covered by the Budget as approved by the current Board of Governors must be specifically requested from and receive approval by the Board of Governors prior to commitment. CHAPTER VIII DISCIPLINE Section 1. Any member of the Club may be suspended or expelled by the National Board of Governors for cause considered to be inimical to the welfare or the best interests of the United States of America or the OX5 Club of America. However, no membership shall be terminated without the member having been given a hearing by the National Board of Governors or having waived such a hearing after due notice. Section 2. No Wing Officer or Governor may be disqualified from office without a full hearing by the National Board of Governors, two-thirds (2/3) of them concurring in such action. CHAPTER IX AMENDMENTS No proposition to amend these By-Laws shall be acted upon at any meeting of the Club unless it has been presented to the Secretary in writing, signed by two-thirds (2/3) of the members of the Board of Governors, or signed by twenty-five (25) current members, and a notice embodying the purport of the proposed amendment or amendments shall have been given to each member of the Club in good standing, at least forty-five (45) days prior to the date of the Annual Reunion. Publication of proposed amendments in the official publication of the Club forty-five (45) days in advance of the Annual Reunion shall be deemed to be in compliance with this section. The General Membership convened at Tulsa, Oklahoma for the purpose of amendment the Constitution and By-Laws. By formal action of that body the foregoing Constitution any By-Laws were made effective as of January 1, 1964. 8
