SMITHSONIAN INSTITUTION

In the past, the District has performed these services in accordance with an Act of 1912 which required that all plans and specifications for construction of buildings at the Zoo be prepared under supervision of the Municipal Architect of the District of Columbia.

Since appropriations for capital improvements at the Zoo are included as part of the Federal appropriations made directly to the Smithsonian, it appears proper that the basic responsibility for design and construction be vested in the Board of Regents, with authority to delegate to the General Services Administration the provision of such technical services as may be required.

A Presidential Reorganization Plan was therefore proposed by the Secretary to transfer this function from the District of Columbia Commissioners, to vest it in the Regents, and to provide for delegation by the Regents to the Administrator of General Services.

On motion by Mr. Fleming, seconded by Dr. Haskins, and carried it was 

VOTED that the Bureau of the Budget be requested to submit to the President a Reorganization Plan to transfer responsibility for the design of improvements at the National Zoological Park from the District of Columbia to the Board of Regents, with provision for delegation by the Regents to the Administrator of General Services to provide the necessary technical services.
