Bureau R. F. and A L Sub-District of Raleigh Raleigh Miss Oct 31st 1862 Bvt Maj Gen Alvan C Gillem Sub Commissioner Vicksburgh Miss. General, Today one T. E. Barnwell came before me on complaint of Willis Keyes & other freedmen, who contracted to work with said Barnwell last year for one third of the crop. I heard the case under paragraph 3 - General Order No 19 dated August 13th 1862. The arbitrators considered the case and rendered [[strikethrough]] this [[/strikethrough]] a judgement in favor of the freedmen for the sum of [[underlined]] Two Hundred & Sixty Dollars [[underlined]]. After a rendition of the judgement the said Barnwell was defiant, and wished to know how I would make the money out of him. This year he has no crop to attach, and no tangible property in his own name, it being mostly covered up in his brother & father's names. Before the civil authorities, he has sworn
