3  Contracts: Few are believed to have been made for the present year.
4  No sick old or infirm freedpeople are known to be in want of anything within the authority of this office to supply.
5  No rations have been issued in this Sub Dist within the month for which this report is rendered.
6  Marital relations among many of the freedpeople are not as sacredly observed as would be in keeping with their advancement in other respects.
7  No schools for the benefit of freedpeople are known to be in operation in this Sub Dist
8  Disposition of the white people toward the black: With few honorable exceptions the general disposition of the white people toward the negroes is overbearing tyrannical and oppressive.
9  Complaints and Outrages: Within the past month have been principally confined - with few exceptions - to complaints of nonpayment for services and for witholding  the proceeds derived from the sale of the laborers share of the crop.
10  State Laws: Can hardly be said to be enforced equally upon the white people and negroes.
