There has been no issue of rations to any class of persons during the month.

There are five schools in this Sub District all of which are in a flourishing condition

There is not much improvement in the marital condition of the Freedmen the old custom of cohabitation predominates

[[left margin]]8 Disposition of the Whites towards the Blacks[[/left margin]]

There is not a very good feeling existing between the Whites and Blacks in many instances where opportunities present the white people exert then endeavor to overreach the Freedpeople by their superior intelligence.

The number of complaints are in average with the preceding month and in nature the same. cases of outrages are referred to U.S. Commission Smythe for adjustment.

[[left margin]]10 State Laws how administered[[/left margin]]
The State Laws are impartially administered to Blacks and Whites.

In consequence of my duties connected with the Post I have not been enabled to visit any plantations during this month.
