-7- for an indefinite period, and that the prospective benefits would not be commensurate with such subsidy payments. In the course of that investigation, considerable attention was directed to the results achieved in the New York, Chicago, and Los Angeles areas; and particular note was made of the fact that the certification of these services was done primarily for encouragement of the development of rotary-wing aircraft as a means of transportation rather than to meet immediate service needs. The examiner and the Board reached a conclusion that the services for these cities were adequate for that experimental purpose. The order instituting the present investigation referred directly to this earlier case but also recited that developments since 1963, including the rapid growth of helicopter traffic and the interest shown by trunk line carriers in supporting the helicopter service in those areas, appeared to warrant a re-examination of the question to ascertain if it is not feasible to provide a service in this area without the support of federal subsidy. This order, as mentioned earlier, prescribed as a condition to the authorization of any service that is shall be on a subsidy-ineligible basis. This condition is the major distinguishing feature between the instant proceeding and the earlier investigation.
