than boarding aircraft. Approximately 40,000 responses were received. The data extracted for use in this proceeding is a tabulation of the responses to the question intended to reveal the precise point within the Washington-Baltimore area to or from which the person was traveling, the type of surface vehicles used, the purpose of the trip, and the airline city to or from which the journey was made. For the purpose of establishing the "precise point" of origin or destination, the area was divided into 98 zones; and the information in the answer to the questionnaire was assigned to the appropriate zone according to the address noted in the answer. The basic data from the study, which was made available to the parties, was used in the development of some of the forecasts, as noted later herein. 
[[underlined]] Environmental Impact [[/underlined]]. The record includes statements on behalf of a number of individual property owners and an association of citizens bearing on the possible effect on them and their property of the operation of helicopters in the Washington area. The possible impact of the noise that will accompany the operation of a helicopter, particularly at the relatively low levels that are a necessary part of such a service, is the source of most of the concern. Reference was made to some other matters such as pollution of the atmosphere by chemical emissions from power plants, possible detrimental effect on historic shrines, and interference with radio and television reception; but no useful factual data as to these matters was produced for the record.
