The DOT considers the helicopter noise study and report a source of information and material adequate for the evaluation of the effects of noice resulting from the choice of the heliport location, the method of operation, and the precise routes to be flown. It suggests three ways in which the results could be applied to a successful applicant in this proceeding. These are: (1) The FAA itself could consider the proposed helicourses in light of the study; (2) the FAA could enter into a contract with a private research firm to conduct such appraisal; or (3) the successful applicant could be required to conduct the analysis prior to being granted an air carrier operating certificate. The last alternative is suggested as the most feasible, since a substantial part of the input would necessarily be obtained from the carrier itself. 
In the course of the presentation of their cases, a competent officer of each of the applicants expressed a willingness to cooperate in all efforts to minimize the noise impact of the helicopter movements and in particular to cooperate with the suggest program for compliance prior to the issuance of an air carrier operation certificate.
