Approved and respectfully forwarded. The immense quantity of labor about to be thrown on this Bureau by the change in the condition of Freedmen at Christmas makes it necessary that the force in the office of the Asst Supt should be increased.

Endorsement on statement of Wm S Turner (for his father) with reference to ownership of certain horses & mules.

The animals within mentioned are considered by this Dept to be the property of Mr J.A. Turner as they were left by Gen McCook for him. The Freedmen have no title thereto. Where however animals have been brought from a distance from the plantation by the Freedmen the title vests in them.

According to the within statement the latter case does not apply to the animals within mentioned.
