Respectfully forwarded to O.O. Howard Commissioner to Washington D.C. This building was built during the Confederacy and used as a Confederate Hospital, but being on ground purchased by the City of Selma, since the war, and then turned over to the County, the County now claims the building. It has been constantly in Bureau use since the organization of the Bureau, and the question of ownership has only lately arisen. I would request such instructions as may be thought necessary.

Transcription Notes:
A lot of words on the top of the right page are hard to read. Beecher's first name might be Edwin For the top right page, is it J.C. Hughes or J.G Hughes? Notes from reviewer: Beecher's first name is Edwin. I have corrected this. I think it is J.C. Hughes I have corrected "Huger' to "Ruger" throughout. The left margin notes are difficult as the appear to extend onto the page proper in some cases, but in others look like they are a notation on the actual page. Also difficult to see if the abbreviations are B.R.F.&c OR B.R.F.A.L. in some cases. I believe the signature is that of G. Sanderson (I have seen this name on another page I transcribed) but can't tell the letters prior to Sanderson (?Geo)
