I have the honor herewith to report the operation of the Bu R.F. and A.L. in this Sub Distr. for the month ending on the 30th day of April 1868. 

I have observed no change in the labor system since my last report. I have visited Gadaden Bain County, and secured a debt of one hundred and ninety eight(198) dollars, in favor of Freedmen in Georgia.
In and out of my office I have superintended twenty (20) different settlements, where Freedmen were interested. I have made arrangements with legal council in different counties to attend to all cases, where colored people are interested.
The nine colored men arrested, and held to bail, charged with riotous conduct, in this county, in March, was tried at the last term of circuit court, and fund guilty of two offences: first: assault and battery, for which one man was fined  $500, seven others $250 each
