under the authority of the homestead law, I have made every effort, and have advised the Freedmen what course to pursue, to assertain the lines of the different lands, but as the people generally discourage this enterprise, I find it very difficult to obtain any information without a survey, the expense of which the Freedmen are unable to meet at this time. Owing to an indisposition on the part of the present civil officers, to enforce the law at all times, when a Freedman is aggrieved, the confidence between the employer and the laborer, is to some extent disturbed. I am using every means at my command to vindicate the rights of the colored people, in law, and establish a feeling of confidence, between the employer and employee, through which, is the only hope of prosperity and happiness to all parties.
