I have the honor to acknowledge the receipt of your communication of the 22d inst. directing me to "recommend a reduction of the force employed in the Memphis Sub Dist., provided the same can be done without injury to the service,". and also asking my views as to the necessity of increasing my present force.
In reply, I would respectfully state that no further reduction can be made of the force in this Sub District without serious injury to the cause and objects for which the Bureau was established.
I can but express the opinion that the late reduction of the force in this Sub Dist. has worked disastrously to the interest of the Colored
