Alfred Steward complains that you refuse to allow him wheat in payment of his services in cutting. he is in need of the wheat to furnish bread for his family. he further complains that you are not treating him according to the contract between you and himself. I shall protect him in his rights at the time of settlement, and give you this notice that you may correct any wrongs done him.

The Bearer Horace Nun has an a/c (a memorandum of which I enclose) against Mr. Soloman Seymour. By recent orders from Gen'l Mills, Officers of this Bureau are ordered to transfer such matters to the civil authorities. You will please take the proper measures to collect the a/c for Nun.
