powers: (a) To organize for business and to regulate its own procedures. (b) To appoint subordinate personnel, committees, agents, and representatives. (c) To establish requirements for obtaining and holding member-ship in the National Congress, and to grant charters there-fore. (d) To levy and collect assessments upon individual members and member organizations. (e) To accept gifts, bequests and contributions from any source (f) To appropriate available funds of the National Congress for salaries and expenses of officers, members of the Executive Council--subordinate employees, agents and representatives and for such other purposes as may be necessary for the successful conduct of the business of the National Congress or the Executive Council. (g) To fill vacancies in any officership of the Executive Council for unexpired terms of office. (h) To otherwise speak, act, contract, and legislate for and on behalf of the National Congress concerning its affairs, or to delegate such power to subordinate bodies and to the Executive Secretary. Article V--Non-Partisanship The National Congress of American Indians shall not engage in or lend itself to partisan political activity. BY-LAWS Article I--Duties of Officers SECTION 1. The President shall preside at all conventions and at all meetings of the Executive Council. He shall appoint all com-mittees, unless otherwise ordered by the National Congress or the Executive Council. SECTION 2. In the absence of the President, the Vice-President shall assume the responsibilities of the presidency. SECTION 3. The Treasurer shall be custodian of all funds of the National Congress and shall be bonded by a surety company approved by the Executive in such amount of the as it may designate. SECTION 4. The Executive Secretary shall perform duties pres-cribed by the Executive Council and exercise powers delegated to him by the Council. Article II--Order of Business Conventions and Executive Council Meeting may be conducted in accordance with rules with may be approved by a majority vote of a convention or Executive Council meeting. -63-
