Respectfully returned to Lieut Foote who must not presume upon my undoing what the Asst Com'r has done or confirmed. If the action of the Asst. Comm'r had not been had upon this case, I would restore the child to his mother. The mother can have recourse to the present Asst. Commissioner by petition. I can do nothing for her.
