RESOLUTION NO. 53


WHEREAS, by act of Congress of the War Department transferred 7-1/4 acres to the Interior Department

WHEREAS, thirty-four acres was purchased by the Government to be added to the above 7-1/4 acres which was to be used as a camp site at Celilo Falls Oregon, in accordance to stipulations providing that Indians may erect camps on old and accustomed fishing grounds. (Yakima Treaty 1855, Article 3), and

WHEREAS, members of Yakima, Warm Springs, Umatilla and Mid-Columbia Tribesmen were induced to have their homes destroyed with the understanding that new homes would be built at the above mentioned campsites in lue of homes which were destroyed, and

WHEREAS, each occupant at the campsite was required to sign an agreement which they have learned could be used to deprive them of their right of occupancy,

THEREFORE BE IT RESOLVED THAT N.C.A.I. requests the Indian Department to obtain an interpretation of the aforesaid regulations so as to quite the fears in the minds of the above-mentioned Indians.

BE IT FURTHER RESOLVED that inasmuch as the original homes of these Indians were destroyed so they have no place else to go in event of evacuation that the regulations should be fixed so that it will not serve to keep these Indians in duress rendering their home life insecure.

Mr. Madrano moved that Resolution No. 53 be adopted. Motion was seconded by Mr. Friedlander. Motion was agreed to.
