   I have made out, and would respectfully forward, an estimate of the amount of Quartermaster's stores  I will need in this state during the quarter commencing October 1st and ending December 31st 1865.
   Some of the stores and means of transportation enumerated and in use by the Bureau now, and on the papers of the Bureau Quartermaster, yet the Chief Quartermaster of the Department will not allow him to keep or receive anything, till it is approved by the Secretary of War.
   It is impossible for me to tell whether I have made an estimate that will cover all the Quartermaster's stores I shall need, as I cannot tell now many Freedmen I will have to care for, or how effective the Bureau is to be made during the coming quarters.  When I find that I have not enough, I will forward another estimate, with the hope that you will understand the
