I have no Blanks for Contracts to Send you. Employers must prepare their own Contracts. It is necessary that Contracts for labor with Freedmen to be approved by an Agent of this Bureau.

You will impress this fact on the minds of both freedmen and Employers that it is their interest to have Contracts so approved.

I have the honor to acknowledge the receipt of Circular letter of 10th Ult, in reference to the establishment of intelligence offices. In this State so far as can be learned the demand greatly exceeds the supply. 
Consequently the necessity for such offices does not at present exist.

However they will be promptly acknowledged whenever it becomes necessary.

Sir,
Your communication of the 28th Inst is before me. In reply I would say that you should not support the troops sent to assist you. The Officer in Charge should be authorized to purchase such supplies are are needed to support his Command. This Bureau has no authority to expend money for the support of troops. You must apply to the Q.M. and C.S. of the Reg. to which your troops belong they can assist you. I would advise you not to take the responsibility of furnishing troops sent to you for assistance, as there are proper officers for that business.
