State of Miss Major In compliance with instructions contained in Par 1 Circular Letter dated B R F and A. L. Office Asst Comr. for the State of Miss. V.Burg Miss July 25th 1867. I have the honor to submit the following detailed report of the operations of this office, upon the subjects required, for the month of February 1868. Under the operations of General Orders No 6 C.S. from your Office this Sub Dist was established, and the undersigned placed in charge. An approximate estimate of the number of freedpeople in this Sub Dist. is Nine Thousand, Nine Hundred and Forty Five (9,945) Their condition and how paid for services? Most of them are very poor, and some quite destitute. It is entirely out of the authority of this office to effect payment for services in cases where dues are withheld; and the laborer in nearly all such cases, from necessity is obliged to leave the vicinity of his former employer and obtain and perform labor for immediate necessities. In brief, as a general thing the laborer has been poorly fed, and poorly paid for services during the past three years; so that the exception is in cases of payment instead of non-payment as would be expected. 3. Contracts? Are made in about as many different forms, and terms, as there are different individuals contracting. To persons seeking advice from this Office, recommendations are usually given for them to contract for the year, by the month, and for stated wages. 4. Number of such old or infirm suffering from want? There is in this Sub Dist something near Fifty persons counted as adults who are suffering to some extent for necessary subsistence: some of which persons are also in need of medical treatment and general care. The various "Boards of Police" have been applied to for for relief, but their replies have invariably been that there is no funds in their possession with which to
