Ticket, I find these threats to be very general in Charlotte County, I will here cite an instance that I Know to be a fact, which will Show how well the Colored people would do if only treated right: Mr. Bradshaw of Prince Ed. works 35 hands on his plantation, he settles with them every month never having any dificulty with them in his absence they work as well, as when he is present; and he told me that they are as honest and carefull of his property, as he is himself: if other Farms would do as Mr Bradshaw there would be a far different State of feelings existing between the white and Colored people, I have had Several applications for rations this month, made by age'd and otherwise afflicted Colored people, all of which I referred to the overseers of the poor. I understand they get nothing more than a choice to go to the poor House, and that is Something a colored person wont do unless Compelled by the most dire necessity as they have a perfect horror of a Poor House.  The Colored people are generaly Sober in this division I never Saw but two under the influence of liquor and I don't Know of the existance of a Temperance Society in either the County of Prince Edward or Charlotte: Such is the State of Bureau affairs in this division:
