In compliance with the provisions of Cir No 6. Bu R F.AL. Hd qrs A.C. Richmond Va. Jany 27th/66, I have the honor to submit the following report with reference to the condition of Bureau affairs in this division.

In the ordinary relations of life, there seems a friendly feeling between the classes: but in the administration of law, a disposition is manifest not to give due weight to colored evidence; or when a colored person is found guilty of an offence, the rule is to punish with the rigor of the law rather than to lean upon the side of clemency  In a case which was tried at the July term of the Court, in which a colored man was charged
